Our Investment Committee

The Investment Committee for Riggs Capital Management, LLC (RCM) plays an important role in providing investment advice to our clients. Therefore, we expect the members of the Investment Committee to meet certain minimum educational requirements. In fact, RCM requires members of the Investment Committee and the Market Review Committee to have earned at least a Master’s Degree in finance or a related financial field and/or the Chartered Financial Analyst designation. In addition, we require a minimum of ten years of prior experience in investment management.

More Than 16 Years of Financial Management Experience
Tony Riggs began his career as a registered representative for InterSecurities, Inc. in 1993. In 1995 he became a Securities Trader and Team Leader for Fidelity Investments. He soon joined a professional money management firm as a portfolio manager and worked his way up to being the Chief Investment Officer and Chairman of the Investment Committee for that firm. After several years working for other money managers, Mr. Riggs began a quest to create the perfect money management firm: one that has sound principles and a disciplined investment strategy, fair and competitive pricing and low minimum account sizes. In April of 2002, Mr. Riggs founded his own money management company, Riggs Capital Management, LLC (RCM). Today, RCM is an SEC-registered professional money management firm with clients nationwide. As President and Chief Investment Officer for RCM, Mr. Riggs not only serves as Chairman of the Investment Committee, but also provides creative vision for RCM and its staff. Mr. Riggs received a Bachelor of Science degree in Business Management with an emphasis in finance from Brigham Young University. In addition, he received a Master’s in Business Administration with an emphasis in finance from the University of Utah. He currently holds the FINRA Series 65 securities licenses. Mr. Riggs volunteers his time as a youth leader at his church. When he is not volunteering his time or working, Mr. Riggs enjoys boating, skiing, golfing, and spending time with his wife, Marlene, and their six children.

More Than 17 Years of Financial Management Experience
Mr. Skalla has a deep and diverse background in the investment management industry, specializing in the financial management of high net worth estates. Mr. Skalla’s industry experience has primarily revolved around developing and managing customized investment portfolios, but also has meaningful experience with tax management, estate planning, wealth preservation, real estate development, venture capital, and financial planning. Since 2001, Mr. Skalla has served successfully as the financial overseer/manager of a very large family estate. For the 14 years prior to his current responsibilities, Mr. Skalla served as a Partner, Chief Investment Officer and Chairman of the Investment Committee for Clarke Lanzen Skalla Investments, Inc. (CLS) based in Omaha, Nebraska from 1989 to 2001. During his active tenure with CLS, he helped build the corporation from a small money management firm with just a few million dollars under management to nearly $1.5 billion in assets under management. Mr. Skalla’s primary role and responsibility at CLS was to oversee the building and managing of customized investment portfolios using a diversified “manager of managers” approach. While at CLS, Mr. Skalla founded and managed two open-ended mutual funds called “Amerigo” (ticker symbol: CLSAX) and “Clermont” (ticker symbol: CLERX). Mr. Skalla earned a Bachelor of Science degree in Economics from Brigham Young University (BYU), Provo, UT in 1986. He went on to earn a Masters of Business Administration degree with an emphasis in Finance and Investments from BYU in 1988. Mr. Skalla enjoys tennis, basketball, church activities and spending time with his family. He and his wife, Julie, have four children.

More Than 10 Years of Financial Management Experience
Alma Faerber joined Riggs Capital Management, LLC (RCM) as a Partner and Portfolio Manager in March of 2005. Mr. Faerber’s primary responsibilities pertain to the management and oversight of RCM’s client portfolios. Mr. Faerber began his career in the investment industry as Financial Analyst for American Express Financial Advisors. He then worked for several years at Fidelity Investments as an Investment Consultant and Senior Financial Representative. After leaving Fidelity, Mr. Faerber worked as an Analyst for Clearwater Advisors, where he assisted in the management oversight of billions of dollars in institutional money. Immediately prior to joining RCM, Mr. Faerber worked for Sawtooth Investment Management as an Equity Analyst for the McOmber Energy Fund. Mr. Faerber graduated summa cum laude with a Bachelor of Science in Finance from the University of Utah. In addition, he received a Master’s in Business Administration from Brigham Young University, where he graduated at the top of his class. Mr. Faerber is a CFA Charterholder and holds the FINRA Series 65 securities license. In his free time, Mr. Faerber enjoys outdoor activities, traveling, exercise, spending time with family and friends, and participating in church activities.

In addition to the Investment Committee, our staff is responsible for the day-to-day operations of RCM. They add a personal touch to the stark world of managing money.

More Than Thirty Years of Financial Management Experience
Joe Riggs joined Riggs Capital Management, LLC (RCM) as the Chief Financial Officer and Controller in January, 2003. As CFO for RCM, Mr. Riggs is responsible for executive management, treasury management, accounting, budgeting, forecasting, cash management, credit and collections, and banking relationships. Mr. Riggs received a Bachelor’s degree in Accounting from Brigham Young University. He is currently a member of both the American Institute of CPAs and the California Society of CPAs. He has been involved in the accounting industry for more than 30 years. Mr. Riggs began his career in the United States Airforce as a Voice Processing Specialist translating reports from Spanish to English. After leaving the Airforce, Mr. Riggs began his accounting career as a Senior Auditor. Since that time, he has worked in every facet of accounting from Controller to Chief Financial Officer to consultant. In his spare time, Mr. Riggs volunteers his time as an advisor and instructor to a local Hispanic organization and is active in various organizations of his church. He enjoys a variety of activities including sports, gardening, reading and spending time with his wife and family.

More Than 11 Years of Financial Management Experience
Cameron Foster joined Riggs Capital Management, LLC as Partner in the first quarter of 2005. As Executive Vice President of Sales, Cameron is responsible for the continued growth of RCM’s national footprint and developing centers of business opportunity across the nation. His retirement background and 403b expertise have made him a valuable resource for RCM clients at local institutions, the University of Utah and Weber State, as well as clients from the University of Michigan, Kentucky, Louisville and others. Cameron’s contributions have been vital in the securing and development of strategic partnerships with Charles Schwab & Co. and Fidelity Investments and he continues to contribute to the evolution of RCM’s charitable services through the donor-advised fund Foundation for the American West.
Cameron graduated summa cum laude with a Bachelor of Science degree in Finance from Westminster College, is currently a Level 5 CFP Candidate, and also carries the Chartered Retirement Planning Counselor designation. During the eight years prior to joining RCM, Cameron shared time between Goldman Sachs and Fidelity Investments specializing in asset allocation and investment strategy for high net worth individuals and non-profit organizations. While at Fidelity, Cameron received recognition for outstanding performance and was included in the President’s Circle. His most recent role as a Senior Retirement Counselor at Fidelity Investments allowed him to focus on retirement planning and investment policy for the staff and faculty of University of Michigan, USC, UK, and Indiana University. In his time away from the office, Cameron spends his time with his wife, Kim, and their two children. As a family, the Foster’s love to travel, study the Kwon Shu form of martial arts, exercise, play sports, bicycle, and do all things outdoors in the beautiful Wasatch Mountains.

More Than 10 Years of Financial Management Experience
Craig Riggs joined Riggs Capital Management, LLC (RCM) as a Partner and Vice President in January of 2003. As VP of Sales and Marketing for RCM, Mr. Riggs is responsible for the growth and development of RCM’s managed mutual fund and separate accounts programs. In addition, Mr. Riggs oversees RCM’s charitable services. Mr. Riggs received a Bachelor of Science degree in Business Management from The University of Utah. He currently holds the FINRA Series 65 securities license. He has been involved in the financial services industry for 10 years and is a mutual fund expert, a money management specialist and an experienced estate planning consultant. Before joining Riggs Capital Management, LLC, Mr. Riggs was both a Senior Financial Advisor and a Mutual Fund Specialist for Fidelity Investments, Inc. Mr. Riggs volunteers his time as a Youth Leader for his local church. When he is not volunteering his time or working, Mr. Riggs enjoys a variety of hobbies including photography, motorcycles, sports, reading and spending time with his wife and four children.

Mark Fairclough joined Riggs Capital Management, LLC as an Operations Analyst in May of 2008. Mr. Fairclough previously worked as an account relationship specialist for Zions Bank. He has also worked in other managerial and sales positions over the course of his career. He is currently pursuing his undergraduate degree in Finance at the University of Utah. Mr. Fairclough enjoys music and sports, whether actively participating or just being a spectator.

Sheila Johnston joined Riggs Capital Management, LLC in May 2008. Ms. Johnston has been involved in comprehensive financial planning and education since 1994. She has a Master’s of Taxation from the University of Cincinnati and a Master’s in Business Administration from the University of Louisville. In addition to working with Riggs Capital Management, LLC, Ms. Johnston is a tenured faculty member at the University of Louisville. She has a strong belief and background in education combined with significant practical experience in taxation and retirement planning. Ms. Johnston enjoys outdoor activities with her husband, Bob, and spending time with family and friends.
